Cadbury's Royal Dark chocolate bar is one of the lighter kinds of dark chocolate; even the label describes it as a form of milk chocolate. It is not nearly as bitter as the kinds of bars that boast 60% or 70% cacao, though I do enjoy one of those every so often.
I ordered one unit (and yes, it is 24 bars per unit) because I like to use Cadbury's Royal Dark for a dessert recipe of mine (and because a certain retailer no longer carries Royal Dark). I've tried substituting other dark chocolates with mixed results. Some of them were far too dark and made the dessert too bitter.
Whether eaten in bar form or melted down for a recipe, Cadbury Royal Dark has a good balance of flavor: not too bitter, not too light. "Semi-sweet," as the label says. Those who really don't like dark chocolate may not enjoy it, but dark-chocolate fans are in for a treat.
